- Handbook 4350.1 REV-1 Chapter 7, Section 4 sets forth the requirements for a budget-based rent increase. The forms are included in the appendices of Chapter 7.

1. Begin the process by notifying the residents.
Tenants must be notified of proposed rent/utility allowance increase requests at least thirty days in advance of the date the request will be submitted to WAHC.

2. Collect, evaluate and respond to all resident comments.
3. Complete the owner's certification.
Complete the owner's certification of compliance with 24 CFR 245. This must be dated at least 30 days after the notice was served.

4. Complete all of the documentation required for the type of gross rent increase you are requesting.
6. Notify the residents of the approved increase(s) at least 30 days prior to the effective date.
